Introduction to open distance learning

What is distance education?

Now a day many universities and the educational institutions are lunching distance education programs. These institutions have launched different types of courses. In the context of Nepal, people did not have a clear idea of distance education. Distance education was misunderstood as correspondence education. Today the government of Nepal has launched many awareness programs to promote distance education. The government has now realized the need of distance education in the country. Nepalese universities are doing their homework to launch distance education in a big way.

Distance education is a delivery of learning to learners who are ousted from the continuous study due to the lack of resources and geological difficulties as well. Economical, physical and human resources are lagging behind in the rapid development of education in the global context. Similarly, the universe is narrowing day by day, in this context; Nepal cannot be isolated from that global networking system of educational development. That is why; it is low-cost and easy access education for all deprived and marginalized people of Nepal. In other word, it is also known as inclusive education for all to bring down all ousted people from the opportunity of education into the main stream of education development system of Nepal.

What is open learning?

Open learning is understood as a self-instructional learning process where students can study without a boundary of a time, money and place where they can choose their learning materials and methods with their economic and other accessible resources.

What is open schooling and open universities?

Open schooling and open university are defined as an institutions that use the distance education system to provide formal programme of school education and higher education as well as non-formal and informal education at all levels to a wide range of student as a target groups, who are deprived in the educational stream-line due to the economical, geographical, and other obstacles.

Vision of open distance learning

Open distance learning is a supplementary/alternative education system to benefit all the possible opportunities for the citizens belonging to those who are deprived from the national educational opportunities, especially women and marginalized community, army, police and other working class people through distance mode of education.

Introduction to Distance Education and Open Learning (DEOL)

Distance Education and Open Learning (DEOL) is a member based organization, formed in 2006 AD (2063 B.S.) by a group of educationists in Nepal. DEOL is one of the leading organization for promoting distance education and open learning in Nepal. It is registered in the District Administration Office, Kathmandu, Nepal as a non-governmental (non-profit making) organization and it is affiliated with the National Social Welfare Council of Nepal. Currently, it has included 60 individual members and 20 institutional members.

Distance Education and Open Learning (DEOL) has been established on the ground of urgently need base of open distance learning of the country. On that need basis, DEOL has developed a common understanding about the need of open and distance learning in the country. To carry out its objectives, DEOL has five regional level distance education wings with central office located at Paris Danda, Siddha Marg, Koteshwor, kathmandu, Nepal.

Justification of Open Distance Learning and DEOL

It is: practicing of distance education and open learning on the principle of Open University,
non-profit making, based on public welfare and social institution,establishing relations among distance education provider institutions, comprising appropriate learning subjects, levels, and methods as a needs of local, national and international demands, certifying, standardizing and maintaining its production and output as a top quality result as an international level, accessing to expand quality education to deprived and marginalized people of Nepal through distance mode of education,
improving the quality of conventional education through different kinds of support programs and materials by the application of information and communication technology (ICT), promoting the life long learning education and professional development through ODL system by applying mix-mode delivery mechanism, creating an avenue for skill certification and accreditation to preserve the traditional skills and costmary learning of the tribal and indigenous community of Nepal.

Features of DEOL

Promoting core values to operate and develop human and human resources in the country.
Recognizing the innate dignity of all human beings through education.

Leading to become a pioneer to distribute equal social equity to all deprived and marginalized people of Nepal through mode of open and distance learning education.

Developing a principle of education for all to develop social and national integration of the country.
Becoming a pioneer organization to achieve the social and economic development with harnessing national available resources of the country.

Leading to develop good governance for the well-being of Nepal and its people.

Objective of DEOL

To promote and strengthen the distance education and open learning activities in the country.
To conduct research activities to promote and develop open learning education model, method, materials, human resources and education system in the country.
To co-ordinate to the Ministry of Education, University Grant Commission and other distance education provider institutions for lobbing the issue of ODL.
To promote participatory approaches to develop distance education and open learning system in the country.
To carry out an action plan to execute the developed/planned activities given as task to DEOL.

DEOL learning and experiences

Open and distance learning is:

need of the country,

rapidly developing in the Nepalese society and it is uncontrolled development of education throughout the country,

Nepalese peoples’ willingness to develop an open distance learning (ODL),

social inclusive way out to include to deprived and marginalized people of Nepal,

concrete method to develop harmonious and cohesive society in the context of Nepal and to promote to integrate all Nepalese people into the national integration umbrella,

easy an accessible, economized and low-cost investing education system, which is more fruitful in the context of Nepal,

Global demanding education system, Nepal and Nepalese society cannot avoid it, so it is essential to achieve the spirit of rapid development of education in the country.

Organizational link of DEOL

For the sustainability of DEOL in the country, institutional linkages and networking have been established in the national and international open distance learning institutions/organizations such as SACODil, Distance Education Council of India, IGNOU, AOU AAOU, ICDE, and so on. Furthermore, there have been consolidated relations and established mutual understanding to select issues and subject matters, to design and develop subject materials and to delivery methods and human resource development.

The cooperation and collaboration of SACODil will be sought for preparing ODL curricula and materials to meet the standard set up by DEOL.

The ODL system will be sustained with collaboration and partnership of NGOs and INGOs.
Other private sector distance education providers and local communities will be involved for management development and quality control maintenance.

Functions of DEOL

It offers various programmes from basic to higher education through the mode of open distance learning system.

It develops and produces various level courses for delivery through open and distance learning mode of education.

It involves in researches, seminars, colloquiums and public talk programmes to develop the open distance education in the country.

As its capacity, it coordinates and monitors open distance education system throughout the country.
It certifies the degrees of all distance learners from various national and international open universities and institutions.

It maintains and standardizes its production and output as a top quality result as an international level,
